ITANAGAR, Jul 13: Papu Nallah Development Welfare Committee has urged all the banking institutions including private and state run banks to open ATM booths at Papun Nallah area.
In a release, the committee informed that even though population of area has increased manifold in the last few years, still there is no ATM facility and people have to go to Naharlagun market to withdraw money.
Urging the SBI specially to open an ATM booth soon, the committee appealed to the bank to understand the hardship faced by the people of the area due to absence of an ATM booth.

PHED conducts plantation prog

PASIGHAT, Jul 13: The staff of Pasighat Public Health Engineering Department (PHED) today conducted a plantation programme in its office premises and inside the Water Treatment Plant (WTP) premises near Jawaharlal Nehru College as part of ‘Green Pasighat’ mission.
The department led by its Executive Engineer Oyuk Padung planted 500 saplings in the PHED campus and inside the WTP respectively.
The EE suggested his office staff to look after the planted seedlings and other properties.
Expressing his discontent over illegal trespass in WTP premise by the local youths, he urged the officials to intimate any illegal act so that legal step against the offenders could be initiated.

Orgs seek govt clarification on Gadam Ete’s position
ITANAGAR, Jul 13: While referring to the recent Gauhati High Court judgment and reported Arunachal Pradesh state Gazette notification in pursuant of Election Commission of India publication, All Arunachal Youth Association (AAYA) today demanded the state Govt to clarify the exact position of the Parliamentary Secretary Gadam Ete.
Questioning the present position of Ete, the AAYA, in a letter to the CM said that as per Court order Ete is no more the MLA of Aalo West segment and he should be dropped as parliamentary secretary, home.
While, welcoming the HC verdict, AAYA also requested the Assembly Speaker to recognize Duter Padu as representative of 30th Along (ST) West Assembly Constituency.

Administration clears road
ITANAGAR, Jul 13: The circle administration of Katan led by Circle Officer Marpe Riba conducted a social service on July 11 to clear the only road connecting Katan Hq to Jeru village. This is also the only road that connects Katan with Pasighat.
The bamboo bridge at Temik and Sibe Korong which were in precarious condition were repaired and made through for two wheelers. A huge tree that was brought down by landslide blocking the road was also cleared and a slide zone at km 7 point was also cleared. The labourers from PHED, Power, PWD and GA under Katan circle were involved in the whole process.
Meanwhile, the CO informed that the hanging bridge over river Yamne at Jeying Camp under Katan circle is on the verge of collapse as major portion of adjoining land has been washed away by river water triggered by continuous heavy rainfall in upper catchment area.

‘Discriminatory advertisement’
ITANAGAR, Jul 13: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar while taking cognizance of the advertisement for recruitment of Reporter(s) published on July 12 edition in a local daily (not in this daily) has strongly condemned the “discriminatory remarks.”
“Media plays an important role in elimination of gender bias; however the advertisement containing discriminatory statements has hurt the sentiment of the whole womenfolk,” APSCW said in a release.
The India Constitution clearly says that no women can be discriminated against on the ground of sex,” the release said and appealed to the media house to refrain from such act in future.
In the meantime, one of the apex woman organization of the state Arunachal Pradesh Women Welfare Society (APWWS), Itanagar has also condemned the remarks.
ALSU suggests committee for codification of customary laws
ITANAGAR, Jul 13: Arunachal Law Students Union (ALSU) appealed to the State Governments to constitute the standing committee from different tribes of the Arunachal Pradesh for the codification of customary laws.
Describing the urgent need of codification of customary laws, ALSU said that it had conducted several seminars and collected data on different customary laws practised by tribes in the state. Accordingly ALSU has submitted a draft documents to the Government for further action and framing customary laws systematically for enforcement.

PASIGHAT, Jul 13: Krishi Vigyan Kendra East Siang district organized demonstration programme on Paddy Marker and Cono Weeder at paddy field of one Tamo Tali, Sikatode village.
Subject Matter Specialists RK Salam and Toge Riba demonstrated operation of paddy marker and Cono weeder and visualized the benefits of mechanization in paddy cultivation amongst the farmers.
Paddy marker is a manually operated simple tool design by Indian Council of Agriculture for line sowing and accuracy in spacing of paddy and Cono weeder is a simple machine designed for weeding paddy sawn in line. The tools were provided by ICAR Arunachal Pradesh Center Basar for method demonstration and tools were handed over to the farmer for continuation in future.

Students demand cancellation of govt decision to regularise encroached land
ITANAGAR, Jul 13: The All Papum Pare District Students’ Union (APPDSU) has demanded the State Government to immediately cancel the decision passed to start the process of regularization of government land occupied by private individuals or any other parties.
The union termed the decision as an insult to the sentiments of the indigenous people of Papum Pare District who have donated most land in and around the Capital region.
Further, the union said that it would launch drastic steps if the state government does not consider the demands of the union within five days.
The union further informed the state government that most of the school lands and staff quarters of Papum Pare have already been encroached by private individuals while some are submerged in central sponsored project.
If the state government does not reconsider the decision, the students apprehended that it will probably lead to more complicacy and might create law and order problem as the public premises of Papum Pare and capital and its nearby area are the most infected with encroachment issues.
The union also demanded that immediate direction should be issued to the Chief Estate Officer to start the process of eviction drive against the illegal encroachment and that clear cut notification should be issued to the state bureaucrats and private individuals to surrender the govt. land and property if occupied illegally without proper valid documents within maximum period of 30 days.
ITANAGAR, Jul 13: Liquefied Petroleum Gas (LPG) or cooking gas scarcity has become an endemic problem not only for the common people of Capital Complex but also other districts in the state.
The common people of Bomdila town have been facing serious problems due to LPG crisis since last two years. According to All West Kameng Students’ Union (AWKSU), insufficient supply of LPG cylinders has been the main reason for the crisis.
There is always shortage of 3084 gas cylinders every month in Bomdila as only 1800 LPG cylinders are issued against 7000 card holders, AWKSU claimed.
“Though 1200 coupons were issued, the gas agency at Bomdila has distributed only 600 cylinders to the consumers yesterday. The rest 600, who stood in queue all the day, returned home disappointed,” AWKSU said.
AWKSU also condemned the BSNL for poor mobile phone network coverage in Bomdila. We have been repeatedly urging BSNL authority to improve network; but in vain,” it said. Angry over poor mobile phone service by BSNL in Bomdila, AWKSU invited private mobile service providers for providing mobile service in Bomdila.

Workshop on Community Monitoring
Pasighat, Jul 13: A two days workshop on Community Monitoring for State and district monitoring group and District Nodal NGO organized by NRHM was inaugurated by SC Debnath, ADC today.
Speaking on the occasion, Debnath said that the success of the programme lies with community participation. They have to be a part of decision making. Other amenities like safe drinking water supply, sanitation, hygiene etc. have to be improved. A system of delivering quality health services has to be evolved, especially in the rural areas. He appealed to all to take the programme seriously and make it a success.
Dr. Kabang Lego, Jt.DHS (Gen. Hospital, T&R), Dr. T. Taloh Jt. DHS (FW), and Dr. Dimong Padung Nodal Officer NRHM while emphasizing the significance of the workshop informed that in spite of the committed efforts by the department and the technical personnel, there is always room for improvement. BOMDILA, Jul 13: The District Level Executive Committee meeting of Panchayat Yuva Krida aur Khel Abhiyaan (PYKKA) chaired by West Kameng Deputy Commissioner Rinchin Tashi outlined the various modalities to be followed in accordance with the laid down norms and guidelines of PYKKA at Kameng Conference Hall here today.

ITANAGAR, Jul 13: Bogong Banggo Kebang (BBK) president Oyem Dai opposing the proposal for establishment of JNV and Polytechnic College at JNC campus said that Government’s decision to establish the institutions at JNC campus without consultation with the land donor is a major concern.
He said that Bogong Banggo had donated the land for establishment of Jawaharlal Nehru College and its expansion to state university. But to the utter surprise of the people, the government is insisting on establishment of a JNV and Polytechnic College in the campus instead of fulfilling the long felt demand for early establishment of State University to share the burden of Rajiv Gandhi University.
The government should properly utilize JN College area and the district authority should also initiate immediate step and carry out eviction drive against illegal encroachment of college land in JN College area, he added.
He alleged that numbers of individuals are occupying college land which would disturb the college in near future.
Briefing about availability of government land, he said that the government, local MLA and the concern authority, instead of wasting time and energy on the issue, should find out a suitable area within Pasighat for shifting and establishment of JNV and Polytechnic College.
However, before taking any such type of decision, a consultation meeting with the land donors and public leaders should be conducted. He further said that “we were not against the constructing agency/contractor of the JNV and Polytechnic College but against the proposal for setting up these institutions at College Campus.”

Regulate not regularize land
Dear Editor,
With reference to news item regarding regularization of encroached land dated 10th July 2012, I fail to understand, why the Government is taking such unjust & foolish step? Why instead of protecting the public property, the Government is selling them to Land Mafias? Why, Instead of enforcing Urban Land Ceiling Act 1976, the Government is regularizing the Govt. encroached land? Is this the way Govt would bring development in our state? Why, instead of taking stern action against the corrupted govt. officers & officials, the Govt. is trying to give them shelter? I am afraid, this must be a new technique to siphon public exchequer in the name of development. A person who gives shelter to thief is also a thief.
Government lands are our land. The present Government has no right to sell the land,
without the consent of the public. If thing goes this way, then I am afraid that,
tomorrow we will have no parks for our children; no highway to drive; no zoo, wild-
May be the Government is having a different strategy but it’s beyond the understanding of common people. So, the Government needs to reconsider the decision for the greater interest of the public. Instead Govt should work out for implementation of Urban Land Ceiling Act 1976 in phase wise manner. They should emphasize more on town planning to curb the menaces of haphazard growth & development of various towns & cities of Arunachal. Or else in due course of time we will face the agony of traffic & environmental problems.
I would like to propose a minimum land possession act to regulate equal distribution of Land amongst the local people. Under this Act, every individual irrespective of caste & creed will be given a legal right to possess a certain amount of land free of cost, i.e. without paying a tax to Government. Any Individual possessing a land, exceeding the prescribed limit by minimum land possession act will be liable to pay a tax to the government. In this way State Government will earn huge revenue, in the same time poor people would be protected from exploitation.

Dear Editor,
Indira Gandhi Technical & Medical Sciences University’ has finally been set up at Ziro valley.
I appreciate MLA Padi Richo for his initiative.
However, observing the fee structure of the existing College / School which have been established in the freely contributed community land, now the poor people are wondering whether this venture would be beneficial for common people.
I feel, if our elected representative looks for Government institute / university, and convince the public to donate the community land, it will be of immense help to the land donors, and benefit will certainly reach all.
World Institute of Building Programme (WIBP) got 150 hectares of land free of cost
for establishment of private university. Further the WIBP President P R Trivedi has
requested the state government to facilitate adoption of Ziro District Hospital by
the University under a joint-
Further, it is learnt that the university has decided to immediately launch different professional courses. I presume that the WIBP is aware that no college / university can be run without approval of the All India Council for Technical Education (AICTE), and I also hope that required FDR’s are maintained in Nationalised Bank, for period of 10 years, according to the rate fixed by AICTE.
It is also mentioned that no Medical and Technical college / university be opened on hired or rented buildings except the plot where land allotment is made for that purpose. Therefore it would better for the university not to use the urban development infrastructure at Ziro, which is beyond the proposed land.
It is time for the people to think in depth for the greater interest of our community so that our precious land is not misused.
Finally, I hope that the university will provide better and quality education to our younger generation.

Let’s encroach Govt land
Dear Editor,
This is in reference to news article “Govt. to regularize encroached land” written by Taba Ajum dated 10th July published in your esteemed daily. The report has sent shockwaves among the law abiding citizens like me but I am sure it has sent wave of happiness to land encroachers. Among them, politicians and officers who has occupied large acre of govt land must be celebrating by sharing glass of local apong and beer across Arunachal.
I am a poor citizen who dreams of owning a small plot in Itanagar, however skyrocketing price of land is keeping my dream only ‘dream’. But this government order has given me ray of hope.
I would like to occupy the parking space plot outside Chief Minister’s residence. It is also a government land and I hope, govt will make me legal owner of that plot as per this new rule.
Secondly where has all the unions, associations, organizations etc who go for bandh
call even if an animal die in their sector hiding now? Especially Arunachal Law Student
Union who made big hue and cry last year about land encroachment in capital. Their
silence is really disheartening. People of Arunachal, let’s go for massive encroachment
of govt land. As am targeting parking space outside CM office, you all living in
district headquarters start with residences of deputy commissioners and then to other

Spent the money well
Dear Editor,
I express my gratitude to Chief Minister and his team for their ability to persuade the Planning Commission of India and bring home sufficient fund for development of our state. Let us wait and watch as to how the money will be spent in the state level.Million dollar question is, will the have nots benefit from that money or as usual, will it be a booming time for politicians, chamchas and bureaucrats especially Engineers and Senior officers. Not only me but this doubt and despair is in every one’s mind starting from simple villagers to uneducated young generation of this backward state because of past precedents.
In the last few years, we have witnessed that Govt infrastructures like roads, medical
centres, schools in our state have remained unattended and by and large have become
bad to worse. Also agriculture, horticulture, animal husbandry sectors and other
revenue earning departments which are considered to be backbone of Indian economy
are not getting any impetus, but on the other hand, there is sharp rise in number

If I am not wrong, last year, more or less same amount was allocated by Planning
Commission of India to Jarbom Gamlin led Govt for development of the state but
nothing was done except manifold increase in SUV cars which has ultimately congested
the capital roads and political unrest for six months. Added to our confusion and
agony for our state affairs, a negative budget of Rs 250 crore was presented in
the Assembly for year 2012-
I’ m confident that the present CM and his colleagues would use the fund judiciously and usher in rapid all round development in the state.
It is better to be honourable than to be honoured.

A new study by the Washington-
Despite coming out on top, 45 per cent of Indians -
Americans were among the least sensitive about their impact, with 21 per cent saying they felt guilty. Even fewer Australians and Germans felt guilty, with the Japanese placing last with 14 per cent voicing guilt over their behavior.
The survey ranked nations based on consumption patterns in food, transportation and housing.
Indians also had the least impact in housing, followed by Brazilians who were by far the most likely to say they bought electricity from green sources. Biofuels are a major industry in Brazil.
Chinese consumers had the least environmental impact per capita from transportation, according to the study. Americans and Canadians ranked as having the most impact in both housing and transportation.
