‘Open ATMs’

ITANAGAR, Jul 13: Papu Nallah Development Welfare Committee has urged all the banking institutions including private and state run banks to open ATM booths at Papun Nallah area.

In a release, the committee informed that even though population of area has increased manifold in the last few years, still there is no ATM facility and people have to go to Naharlagun market to withdraw money.

Urging the SBI specially to open an ATM booth soon, the committee appealed to the bank to understand the hardship faced by the people of the area due to absence of an ATM booth.

 

Lower Subansiri Bandh

ITANAGAR, Jul 13:  All Lower Subansiri Students Union (ALSSU) has called 12-hr Lower Subansiri Bandh on July 18 for district administration’s alleged failure to take action against Government land encroachers in the district as well as Urban Development Department’s failure to ensure proper sanitation in Ziro-Hapoli township.

ALSSU, in a release, claimed that the District Administration (DA) was supposed to take action against the land encroachers in April as assured to the Union. But even after two months, the district administration did not initiate any action against the land encroachers for which the Union compelled to call the bandh to register its protest against DA’s inaction, ALSSU convenor Tanya Agu said in a release.

 

Govt to launch CM’s agri - mechanization prog.

NAHARLAGUN, Jul 13:  The State Government would launch the Chief Minister’s Agriculture–Mechanization Programme in the state soon.

The programme was accorded administrative approval recently. This  programme  would be implemented through state Agriculture department for benefit of the farmers.

The financial sharing of the programme would be with the Govt of India’s central sector schemes on farm mechanization.

The programme included various farm machineries namely, Tractors with accessories, Power Tillers, Water Pumping sets and Rice Mill. DIPR

 

PHED conducts plantation prog

PASIGHAT, Jul 13: The staff of Pasighat Public Health Engineering Department (PHED) today conducted a plantation programme in its office premises and inside the Water Treatment Plant (WTP) premises near Jawaharlal Nehru College as part of ‘Green Pasighat’ mission.

The department led by its Executive Engineer Oyuk Padung planted 500 saplings in the PHED campus and inside the WTP respectively.

The EE suggested his office staff to look after the planted seedlings and other properties.

Expressing his discontent over illegal trespass in WTP premise by the local youths, he urged the officials to intimate any illegal act so that legal step against the offenders could be initiated.

 

Org demands office stationary

ITANAGAR, Jul 13: Arunachal Pradesh Abo Tani Clans Youth Organization appealed to the state government, Arunachal Pradesh Forest Corporation Limited and the concerned Minister to immediately provide fund for stationery items and smooth functioning of Forest Office, Gohpur.

It said that due to non-availability of stationery items at Forest store room, Gohpur for the last few years, the public are facing difficulties.

 

Maintain road properly: ECDS

ITANAGAR, Jul 13: The Education and Cultural Development Society (ECDS) urged Department of Highway and PWD Doimukh to properly maintain  the Gumto road, the only alternative road to reach the state capital via Banderdewa.

ECDS, in a release, urged the department concerned to keep a earth cutter/movers always ready to repair the Doimukh-Gumto road which usually get damaged due to rush in vehicular movement and sudden increase in river water at bridge point. It also suggested the authority for seeking cooperation from its Assam counterpart in maintaining the road from Gumto to Harmuty.

The Society also urged the district administration for strict action against those persons, who damaged the highway by cutting it at the middle  for water supply.

The society appealed to the district administration and respective bazaar welfare committee of the capital complex to check high prices of essential items. It claimed that some unscrupulous businessmen are selling items in high rate for making hefty benefit.

 

Orgs seek govt clarification on Gadam Ete’s position

ITANAGAR, Jul 13: While referring to the recent Gauhati High Court judgment and  reported Arunachal Pradesh state Gazette notification in pursuant of Election Commission of India publication, All Arunachal Youth Association (AAYA) today demanded the  state Govt to clarify the exact position of the Parliamentary Secretary Gadam Ete.

Questioning the present position of Ete, the AAYA, in a letter to the CM said that as per Court order Ete is no more the MLA of Aalo West segment and he should be dropped as parliamentary secretary, home.

While, welcoming the HC verdict, AAYA also requested the Assembly Speaker to recognize Duter Padu as representative of 30th Along (ST) West Assembly Constituency.

Meanwhile, Bharatiya Janata Party, Papum Pare district unit also said that Ete should resign from his post as per court order.

The BJP unit also appealed all tribal MLAs and MPs to support the presidential candidature of P A Sangma, a veteran tribal politicians from North East.

 

Administration clears road

ITANAGAR, Jul 13: The circle administration of Katan led by Circle Officer Marpe Riba  conducted a social service on July 11 to clear the only road connecting Katan Hq to Jeru village. This is also the only road that connects Katan with Pasighat.

The bamboo bridge at Temik and Sibe Korong which were in precarious condition were repaired and made through for two wheelers. A huge tree that was brought down by landslide blocking the road was also cleared and a slide zone at km 7 point was also cleared. The labourers from PHED, Power, PWD and GA under Katan circle were involved in the whole process.

Meanwhile, the CO informed that the hanging bridge over river Yamne at Jeying Camp  under Katan circle is on the verge of collapse as major portion of adjoining land has been washed away by river water triggered by continuous heavy rainfall in upper catchment area.

This is the only way to reach Jeru village and Katan Hq. from Pasighat- Mariyang road.

He said that none of the work departments are taking keen interest to save the hanging bridge.

 

APCC appeals to govt

ITANAGAR, Jul 13: A team of Congress party headed by APCC General Secretary Tachu Hina visited the site where devastating fire caused massive loss at Daporijo town yesterday. The team appealed to the district administration to provide immediate relief to the victims and take important measure to prevent such fire accident in future.

 

‘Discriminatory advertisement’

ITANAGAR, Jul 13: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar while taking cognizance of the advertisement for recruitment of Reporter(s) published on July 12 edition in a local daily (not in this daily) has strongly condemned the “discriminatory remarks.”

“Media plays an important role in elimination of gender bias; however the advertisement containing discriminatory statements has hurt the sentiment of the whole womenfolk,” APSCW said in a release.

The India Constitution clearly says that no women can be discriminated against on the ground of sex,” the release said and appealed to the media house to refrain from such act in future.

In the meantime, one of the apex woman organization of the state Arunachal Pradesh Women Welfare Society (APWWS), Itanagar has also condemned the  remarks.

 

ALSU suggests  committee for codification of customary laws

ITANAGAR, Jul 13: Arunachal Law Students Union (ALSU) appealed to the State Governments to constitute the standing committee from different tribes of the Arunachal Pradesh for the codification of customary laws.

Describing the urgent need of codification of customary laws, ALSU said that it had conducted several seminars and collected data on different customary laws practised by tribes in the state. Accordingly ALSU has submitted a draft documents to the Government for further action and framing customary laws systematically for enforcement.

DA assures

ITANAGAR, Jul 13: The capital complex deputy commissioner has assured to look into the demands made by Tata Mobile Welfare Association of Naharlagun, Itanagar, Nirjuli and Doimukh for lifting of ban on movement of Tata Mobile commercial vehicle in capital complex between 9 am to 12 noon and from 4 pm to 6 pm after expiry of 15 days prohibitory order.

Informing this All Itanagar Tata Mobile Association called upon all the drivers and owners to bear with administration till expiry of order.

 

ATMA governing body review meeting held

Aalo, Jul 13: The 6th ATMA governing body review meeting coinciding with first ever District Food Security Mission Executive Committee (DFSMEC-Rice) meeting  was held  yesterday under the chairmanship of West Siang Deputy Commissioner Marnya Ete.

DAO cum PD ATMA Karbom Riram, explained the agricultural scenario of the district in details.

ATMA activities, rice, business allocation and brief concept with organizational setup of National Food Security Mission  were highlighted through power point presentation by J Jini, ADO cum Nodal Officer, ATMA and N. Loya, ADO, APMC.

Deputy Commissioner Ete advocated for better planning and active participation of the extension functionaries at the field levels.

Representing  Siang Farmers Federation in the meeting, former minister Doi Ado emphasized on double cropping and ratoon rice for higher productivity of rice.

Demonstration by KVK

PASIGHAT, Jul 13:  Krishi Vigyan Kendra East Siang district organized demonstration programme on Paddy Marker and Cono Weeder at  paddy  field of one Tamo Tali, Sikatode village.

Subject Matter Specialists RK Salam and Toge Riba demonstrated operation of paddy marker and Cono weeder and visualized the benefits of mechanization in paddy cultivation amongst the farmers.

Paddy marker is a manually operated simple tool design by Indian Council of Agriculture for line sowing and accuracy in spacing of paddy and Cono weeder is a simple machine designed for weeding paddy sawn in line. The tools were provided by ICAR Arunachal Pradesh Center Basar for method demonstration and tools were handed over to the farmer for continuation in future.

LPC for citizens along Assam-Arunachal border

New building of LRSO inaugurated

ITANAGAR, Jul 13: Land Revenue and Settlement Office (LRSO), Papum Pare has given Land Possessing Certificate to citizens living along Assam-Arunachal boundary. That includes Tarasso circle-164 nos, Balijan circle-104 nos, Gumto-170 nos, Kimin-70 nos and Kakoi circle-76 nos.

This was informed by Land Revenue and Settlement Officer Techi Hitler during the inauguration of building of Land Revenue and Settlement Office (LRSO), Papum Pare at district headquarter Yupia by secretary land management Belatee Pertin. Also present on the occasion were Papum Pare deputy commissioner Pige Ligu, Land Management director E Nankar, various head of the department and local public.

He added that despite shortage of staff, the office of Papum Pare LRSO under guidance of DC has completed major land acquisition in the last one year.

In his address LRSO Hitler informed that the building was constructed at the cost of Rs 23 lacs and WRD was the implementing agency.

Highlighting the various activities initiated by department in last couple of years, Hitlar said, “From January 2009 to January 2012, our department collected revenue to the tune of Rs 1, 39, 14, 647.

“We have already completed all formalities for land acquisition of projects for Railway, Trans-Arunachal highway, Indian Oil Corporation, four lane national highway and Pare NEEPCO project. We are on the process for acquisition of land for other projects and hope to complete it soon without any problem,” said Hitler.

Papum Pare DC Pige Ligu said department is doing commendable job under the leadership of LRSO Techi Hitler and urged secretary land management to look into the problems faced by them.

Secretary Belatee Pertin while complementing DC and LRSO for constructing the beautiful office building of land revenue and settlement office within limited budget, expressed the hope that the building will be properly maintained.  “Land Management is the most important department for the citizen of state. Keeping this in mind, I would like to appeal all of my officers to make the office people friendly. I hope the office of LRSO, Papum Pare will serve citizens to the fullest,” said Pertin. He also assured to look into the grievances placed by Papum Pare DC with utmost sincerity.

The building standing near the office of the deputy commissioner Yupia looks very impressive. In a place like Yupia where water scarcity is major problem, the office building of LRSO has regular water supply and has been fenced to mend off any encroachment attempt.

 

 

Papers related to Deopani RF de-reservation ‘missing’

ITANAGAR, Jul 13: After two–decade of administrative procedures, the formal approval for de-reservation of Deopani Reserve Forest (RF) could not be accorded yet as the papers related to de-reservation of the RF are untraceable in the concern union ministry.

According to former Minister Roding Pertin, based on the final report of Central Empowered Committee (CEC), the Green Bench of the Supreme Court had given permission to de-reserve the Deopani RF on September 14, 2011.

Accordingly, state Govt wrote a letter to Union Ministry of Environment and Forest on  September 22, 2011 requesting for formal approval under Forest (Conservation) Act of 1980 for regularization of encroachment and de-reservation of the Deopani RF.

Observing unnecessary delay in official procedure, Pertin called on the officers of the concern union ministry on July 6 and requested them to expedite the file process for de-reservation of Deopani RF.

“However, they had informed that the papers related to de-reservation of Deopani RF are untraceable in the ministry as it might have been burnt down in the fire incident that took place in recent past and asked the state Govt to resend all relevant papers at the earliest.”

Pertin, who also is Lower Dibang Valley District Congress Committee president, requested the parliamentary secretary, environment and forest to direct the concern department to furnish the relevant papers carefully so that no complicacy arises in formal approval for de-reservation of Deopani RF.

De-reservation process of Deopani RF started just after the great earthquake of 1950. However, the matter kept pending for many years and the process for de-reservation formally started with submission of a representation to state Govt by De-reservation Action Committee on December 14, 1990, Pertin informed in its letter addressed to concern Parliamentary secretary.

 

 

Students demand cancellation of govt decision to regularise encroached land

ITANAGAR, Jul 13: The All Papum Pare District Students’ Union (APPDSU) has demanded the State Government to immediately cancel the decision passed to start the process of regularization of government land occupied by private individuals or any other parties.

The union termed the decision as an insult to the sentiments of the indigenous people of Papum Pare District who have donated most land in and around the Capital region.

Further, the union said that it would launch drastic steps if the state government does not consider the demands of the union within five days.

The union further informed the state government that most of the school lands and staff quarters of Papum Pare have already been encroached by private individuals while some are submerged in central sponsored project.

If the state government does not reconsider the decision, the students apprehended that it will probably lead to more complicacy and might create law and order problem as the public premises of Papum Pare and capital and its nearby area are the most infected with encroachment issues.

The union also demanded that immediate direction should be issued to the Chief Estate Officer to start the process of eviction drive against the illegal encroachment and that clear cut notification should be issued to the state bureaucrats and private individuals to surrender the govt. land and property if occupied illegally without proper valid documents within maximum period of 30 days.

 

 

LPG crisis at Bomdila

ITANAGAR, Jul 13: Liquefied Petroleum Gas (LPG) or cooking gas scarcity has become an endemic problem not only for the common people of Capital Complex but also other districts in the state.

The common people of Bomdila town have been facing serious problems due to LPG crisis since last two years. According to All West Kameng Students’ Union (AWKSU), insufficient supply of LPG cylinders has been the main reason for the crisis.

There is always shortage of 3084 gas cylinders every month in Bomdila as only 1800 LPG cylinders are issued against 7000 card holders, AWKSU claimed.

“Though 1200 coupons were issued, the gas agency at Bomdila has distributed only 600 cylinders to the consumers yesterday. The rest 600, who stood in queue all the day, returned home disappointed,” AWKSU said.

AWKSU also condemned the BSNL for poor mobile phone network coverage in Bomdila. We have been repeatedly urging BSNL authority to improve network; but in vain,” it said. Angry over poor mobile phone service by BSNL in Bomdila, AWKSU invited private mobile service providers for providing mobile service in Bomdila.

 

 

Incessant rain creates havoc in Siang belt

PASIGHAT, Jul 13: Incessant rain in East Siang district has created havoc at different places damaging road, fishponds besides inundating several hectares of paddy fields. Torrential rain has also triggered landslides at different portions of Pasighat-Mariyang road.

Surging water inundated many houses in the low lying areas at Mirem and Mikong villages under Ruksin subdivision damaging gardens and paddy fields in Mirem, Mikong and Mangnang areas.

Entire Siang belt is witnessing intermittent rainfall due to early monsoon from the second week of May last.

The ongoing construction of Trans-Arunachal Highway between Pasighat and Pangin is also hit by the torrential rain for the last few months, causing immense trouble in transportation of essential commodities.

Mebo-sub-vision has also been severely affected. The Kadang Korong (River) between Motum Tinali and Ngopok village has been flowing above danger level due to continuous rain.   The river is also diverting its normal course threatening the people of Mongu-Banggo (Lower Mebo) and  downward villages of Lower Dibang Valley along Mebo-Dhola road. However, the administration and concern department pressed man and two JCBs into service to minimize the flood damage and flood protection was carried out till late yesterday evening under the supervision of local MLA Ralom Borang.  

The bridge on Siku River is temporarily restored for plying of light vehicles only.

 

 

Workshop on Community Monitoring

Pasighat, Jul 13: A two days workshop on Community Monitoring for State and district monitoring group and District Nodal NGO organized by NRHM was inaugurated by SC Debnath, ADC today.

Speaking on the occasion, Debnath said that the success of the programme lies with community participation. They have to be a part of decision making. Other amenities like safe drinking water supply, sanitation, hygiene etc. have to be improved. A system of delivering quality health services has to be evolved, especially in the rural areas. He appealed to all to take the programme seriously and make it a success.

Dr. Kabang Lego, Jt.DHS (Gen. Hospital, T&R), Dr. T. Taloh Jt. DHS (FW), and Dr. Dimong Padung Nodal Officer NRHM while emphasizing the significance of the workshop informed that in spite of the  committed efforts by the department and the technical personnel, there is always room for improvement. Community involvement will help in improving health care services and bring more transparency, they said. Also, the general masses should  be made  aware of the services provided by the health department, they added.

Dr. M. Perme, DMO while delivering the key note address informed that community monitoring involves three way partnership between healthcare providers, community based organizations and NGOs and Panchayat Raj Institutions. The success of the community monitoring process will soley depend upon the ownership of the process by all three parties. It will provide regular and systematic informations about community needs which will be used for planning process. It will also help in determining the level of community satisfaction and facilitate corrective actions.  Three blocks namely, Ruksin- Bilat, Mebo and Nari-Koyu have been selected for the pilot project this year, informed the DMO.

Preparations on for block level annual sports meet under PYKKA

BOMDILA, Jul 13:  The District Level Executive Committee meeting of Panchayat Yuva Krida aur Khel Abhiyaan (PYKKA) chaired by West Kameng Deputy Commissioner Rinchin Tashi outlined the various modalities to be followed in accordance with the laid down norms and guidelines of PYKKA at Kameng Conference Hall here today.

Addressing the administrative officers of the district upon whom the major responsibility of organizing the Block Level Annual Sports Competition lies, DC Tashi urged them to take personal interest for smooth and timely conduct of the sports meet which in turn would facilitate tapping of young talents  in the district. The district abounds in raw talent but what we at present lack is the right platform, motivation, guidance, opportunity and awareness but with the introduction of PYKKA the floodgates have been opened for the youths to create a niche for themselves in the sports field, he observed.

Stress on conduct of meet for promotion of games and issues pertaining to development of infrastructures under the PYKKA schemes were taken up for discussion.

A matter of concern dwelt upon was the non-appointment of the selected Kridashrees and release of Honorarium to them on account of the educational qualification bar mandated by the central government which could result in their non-performance and participation in the PYKKA and other sport meets.

Earlier, a Power point presentation on the PYKKA schemes and on the Competition Grant / Block Level (U-16) Annual sports competition was made by the District Sports officer Karbia Dodum wherein the various details including the budgetary allocations were discussed upon.  DIPRO

 

 

Shift JNV and Polytechnic College’

ITANAGAR, Jul 13: Bogong Banggo Kebang (BBK) president Oyem Dai opposing the proposal for establishment of JNV and Polytechnic College at JNC campus said that Government’s decision to establish the institutions at JNC campus without consultation with the land donor is a major concern.

He said that Bogong Banggo had donated the land for establishment of Jawaharlal Nehru College and its expansion to state university. But to the utter surprise of the people, the government is insisting on establishment of a JNV and Polytechnic College in the campus instead of fulfilling the long felt demand for early establishment of State University to share the burden of Rajiv Gandhi University.

The government should properly utilize JN College area and the district authority should also initiate immediate step and carry out eviction drive against illegal encroachment of college land in JN College area, he added.

He alleged that numbers of individuals are occupying college land which would disturb the college in near future.

Briefing about availability of government land, he said that the government, local MLA and the concern authority, instead of wasting time and energy on the issue, should find out a suitable area within Pasighat for shifting and establishment of JNV and Polytechnic College.

However, before taking any such type of decision, a consultation meeting with the land donors and public leaders should be conducted. He further said that “we were not against the constructing agency/contractor of the JNV and Polytechnic College but against the proposal for setting up these institutions at College Campus.”

 

 

Likabali seeks improved infrastructure

ITANAGAR, Jul 13: The people of Likabali have demanded the state government to improve the road and power supply in the strategically important border area.

Likabali, which reportedly hoisted the national flag first in Dipa village in Arunachal Pradesh and where places like Malinithan is situated, is now crying for development initiative, particularly in road and other infrastructure sector.

According to a release, the village link road of Lika village has been left unattended since its construction in 1964 and is now in worst condition for want of maintenance. Further, the PMGSY road which connects the entire Western Likabali circle and Kangku circle, the Garu-Gensi road -- the oldest one under Likabali sub-division, the Likabali town road near Police station are lying in dilapidated condition which need immediate repairing. The roads are in pathetic condition due to authority’s apathy and non construction of drainage system. The best example is the town road near the police station, the release said.

It also demanded the state government for Air-dropping of essential commodities during rainy season at Gensi and Sibe circles.

“The VVIPs and VIPs take rest at Likabali IB but it seems no one bothers,” the release lamented.

It also cited the pathetic condition of the veterinary dispensary while drawing attention of the authority towards poor infrastructure of various departments.

It further demanded uninterrupted power supply at Likabali.

 

 

PRIs aggrieved at lack of awareness

ITANAGAR, Jul 13: The interaction cum orientation programme on national flagship programmes for PRI members held at Pakke-Kessang on July 10 discussed about development, coordination and functioning of Panchayat Raj institutions.

The meeting elaborately discussed on as many as 15 national flagship programmes and found lots of problems and loopholes in implementation. The meeting further observed that majority of the schemes are yet to be popularized and familiarized in the grassroots levels, which is a matter of serious concern.

The meeting also discussed developmental issues and implementation of MGNREGS/MGNREGA in the area and urged for judicious implementation as per job card and laid down plan.

Other issues came up for discussion were shortage of teachers in the schools, doctors and nurses in the Hospital.

It also took note of frequent blockage of Seppa-Sagalee-Itanagar road and urged the authorities of Highway Division to ensure for regular traffic movement.

CO cum BDO Pandop Perme and the Block Engineers also attended the meeting.

Regulate not regularize land

Dear Editor,

With reference to news item regarding regularization of encroached land dated 10th July 2012, I fail to understand, why the Government is taking such unjust & foolish step?  Why instead of protecting the public property, the Government is selling them to Land Mafias? Why, Instead of enforcing Urban Land Ceiling Act 1976, the Government is regularizing the Govt. encroached land? Is this the way Govt would bring development in our state? Why, instead of taking stern action against the corrupted govt. officers & officials, the Govt. is trying to give them shelter?  I am afraid, this must be a new technique to siphon public exchequer in the name of development.  A person who gives shelter to thief is also a thief.

Government lands are our land. The present Government has no right to sell the land, without the consent of the public. If thing goes this way, then I am afraid that, tomorrow we will have no parks for our children; no highway to drive; no zoo, wild-life sanctuaries & National Parks to glance the nature’s beauty; No govt. quarters to dwell; a poor man, if tomorrow gets a government job, where will they stay? May be, the Govt. would buy a land from the same person in double or triple the price to construct a Govt. quarters. Now say, who gains & who losses?  

May be the Government is having a different strategy but it’s beyond the understanding of common people. So, the Government needs to reconsider the decision for the greater interest of the public. Instead Govt should work out for implementation of Urban Land Ceiling Act 1976 in phase wise manner. They should emphasize more on town planning to curb the menaces of haphazard growth & development of various towns & cities of Arunachal. Or else in due course of time we will face the agony of traffic & environmental problems.

I would like to propose a minimum land possession act to regulate equal distribution of Land amongst the local people. Under this Act, every individual irrespective of caste & creed will be given a legal right to possess a certain amount of land free of cost, i.e. without paying a tax to Government.  Any Individual possessing a land, exceeding the prescribed limit by minimum land possession act will be liable to pay a tax to the government. In this way State Government will earn huge revenue, in the same time poor people would be protected from exploitation.

Private institutions and land donors  

Dear Editor,

Indira Gandhi Technical & Medical Sciences University’ has finally been set up at Ziro valley.

I appreciate MLA Padi Richo for his initiative.

However, observing the fee structure of the existing College / School which have been established in the freely contributed community land, now the poor people are wondering whether this venture would be beneficial for common people.

I feel, if our elected representative looks for Government institute / university, and convince the public to donate the community land, it will be of immense help to the land donors, and benefit will certainly reach all.

World Institute of Building Programme (WIBP) got 150 hectares of land free of cost for establishment of private university. Further the WIBP President P R Trivedi has requested the state government to facilitate adoption of Ziro District Hospital by the University under a joint-venture project to strengthen the medical facilities. In this regards I would like to mention that the university would require, at least 200 bedded hospital to offer MBBS course among other formalities.

Further, it is learnt that the university has decided to immediately launch different professional courses. I presume that the WIBP is aware that no college / university can be run without approval of the All India Council for Technical Education (AICTE), and I also hope that required FDR’s are maintained in Nationalised Bank, for period of 10 years, according to the rate fixed by AICTE.

It is also mentioned that no Medical and Technical college / university be opened on hired or rented buildings except the plot where land allotment is made for that purpose. Therefore it would better for the university not to use the urban development infrastructure at Ziro, which is beyond the proposed land.

It is time for the people to think in depth for the greater interest of our community so that our precious land is not misused.

Finally, I hope that the university will provide better and quality education to our younger generation.

Let’s encroach Govt land

Dear Editor,

This is in reference to news article “Govt. to regularize encroached land” written by Taba Ajum dated 10th July published in your esteemed daily. The report has sent shockwaves among the law abiding citizens like me but I am sure it has sent wave of happiness to land encroachers. Among them, politicians and officers who has occupied large acre of govt land must be celebrating by sharing glass of local apong and beer across Arunachal.

I am a poor citizen who dreams of owning a small plot in Itanagar, however skyrocketing price of land is keeping my dream only ‘dream’. But this government order has given me ray of hope.

I would like to occupy the parking space plot outside Chief Minister’s residence. It is also a government land and I hope, govt will make me legal owner of that plot as per this new rule.

Secondly where has all the unions, associations, organizations etc who go for bandh call even if an animal die in their sector hiding now? Especially Arunachal Law Student Union who made big hue and cry last year about land encroachment in capital. Their silence is really disheartening. People of Arunachal, let’s go for massive encroachment of govt land. As am targeting parking space outside CM office, you all living in district headquarters start with residences of deputy commissioners and then to other govt plots. Land of Khushi-Khushi, so let’s act “happy-happy”.

Spent the money well

Dear Editor,

I express my gratitude to Chief Minister and his team for their ability to persuade the Planning Commission of India and bring home sufficient fund for development of our state. Let us wait and watch as to how the money will be spent in the state level.Million dollar question is, will the have nots  benefit  from that money  or as  usual, will it be a booming  time for politicians, chamchas and bureaucrats especially Engineers and Senior officers. Not only me but this doubt and despair  is in every one’s mind starting from simple villagers to uneducated young generation of this  backward state  because  of past precedents.

In the last few years, we have witnessed that Govt infrastructures like roads, medical centres, schools in our state have remained unattended and by and large  have  become  bad to worse. Also agriculture, horticulture, animal husbandry sectors and other  revenue earning departments  which are  considered  to be backbone of Indian economy are   not getting any  impetus,  but on the other hand, there is sharp rise in number of SUV cars , unplanned multi-storey  buildings and above all more incidence of murder, extortion , law and order problem. If you go to capital and other district headquarters, you will see lots of state of art buildings coming up along with SUV cars parked in it. And out of curiosity you enquire about the owners, you will get only limited names in answer i.e some netas,   Engineers  or DC or Secy or PDS contractor because today they are not the custodian of public money but considered as owner of public money including the recent one given by PCI. Who knows dividends are already made among  the higher ups. It may sound jealousy for some people and some other may reprimand me next day for speaking the truth. Frankly speaking,  everybody wish to become rich and famous which is very much  obvious as normal  human being  but  it should be through honesty and hard working  but not by means of fraudulent ways  and  too much corruption.

If I am not wrong, last year, more or less  same amount was allocated by Planning Commission of India  to Jarbom Gamlin led Govt for development of the state  but nothing  was done except manifold increase in SUV cars which has ultimately congested the capital roads and political unrest for six months. Added to our confusion and agony for our state affairs, a negative budget of  Rs 250 crore was presented in the Assembly for year 2012-2013 that too for a state like us who always beg for help . One wonders where those money have gone?  Will the Rs 3553 crore plan outlay given by Centre this year be misutilized the same way? We should be clear in our thought that  every year our successive Chief Minister  and his colleagues literally crawl before the members of Planning Commission of India and bring the money  citing backwardness and unemployment but once allocated we misuse it without a second thought. It should not be the case this time around.

I’ m confident that   the present CM and his colleagues would use the fund judiciously and usher in rapid all round development  in the state.

It is better to be honourable than to be honoured.

Sustainable behaviour and environment

A new study by the Washington-based National Geographic Society found that Indians had the most sustainable behaviour, followed by Chinese and Brazilians. Americans ranked the worst, with Canadians coming second to last. The French ranked last in Europe.

Despite coming out on top, 45 per cent of Indians -- more than any other nationality surveyed -- said they felt guilty about their impact on the environment. They were followed by Mexicans and Chinese, with 42 per cent of consumers in each country expressing guilt. Consumers in these large emerging economies are the most likely to report that environmental problems are having a negative impact on their health today, the study said.

Americans were among the least sensitive about their impact, with 21 per cent saying they felt guilty. Even fewer Australians and Germans felt guilty, with the Japanese placing last with 14 per cent voicing guilt over their behavior.

The survey ranked nations based on consumption patterns in food, transportation and housing.

Indians also had the least impact in housing, followed by Brazilians who were by far the most likely to say they bought electricity from green sources. Biofuels are a major industry in Brazil.

Chinese consumers had the least environmental impact per capita from transportation, according to the study. Americans and Canadians ranked as having the most impact in both housing and transportation.

The 17-nation study by the Washington-based National Geographic Society found a "major disconnect" as consumers in rich nations had the least sustainable lifestyles but also felt the least guilty about their impact.
